Meet the Candidates

Joseph S. Conte

Judge Conte spent his professional life in Bergen County, with a distinguished career as a lawyer, public defender, municipal court judge and NJ Superior Court judge.

He has held leadership positions in a number of civic organizations in Bergen County communities (including the Rotary Club, Boys Club and Chamber of Commerce); has served on the boards of New Bridge Medical Center and the Ridgewood Red Cross and on corporate boards of directors and advisory boards; and is now serving as a trustee of the Gift of Life America Fund, Inc. and as a board member of the Bergen Community College Foundation. Judge Conte is active as a college lecturer and as a mediator in private practice.

Joseph L. Rosano

Joseph L. Rosano

Joseph Rosano served on the Franklin Lakes K-8 Board of Education for seven years, including three years as BOE President. He coached in the town’s rec sports program and volunteered with Boy Scout Troop 34. He has served as the game photographer for the Ramapo High School football team since 2015.

Joel ‘s private-sector leadership experience includes roles as the President of a NJ-based data management firm and Chairman of a multi-national marketing services firm headquartered in NYC. He and his wife, Diane, have lived in Franklin Lakes for over 25 years, and their three children attended Franklin Lakes K-8 schools and Ramapo High School.

Dear Fellow Residents of Franklin Lakes,

As a 12-year resident, current member of the Franklin Lakes Board of Education, former Board President and Vice President, annual Chair of our town’s Halloween and Egg Hunt events, and a member of the Bergen County School Boards Association Executive Committee, I’ve had the privilege of serving our community alongside many dedicated individuals. Among them, one of the most capable and committed leaders I’ve worked with is Joel Rosano. I’m proud to offer my full support for his candidacy for Franklin Lakes Town Council.

I first ran for the Board of Education alongside Joel. During his three-year tenure as Board President, he provided steady and thoughtful leadership, particularly through multiple superintendent transitions. At a time when consistency was critical, Joel was a stabilizing force who guided our district with clarity and confidence. He accomplished this by developing sound policy, encouraging community engagement, and promoting transparency and accountability.

Joel didn’t just lead; he listened. He served on multiple committees and made it a priority to understand the needs of our students and families. As a new board member, I proposed the creation of a Special Services Committee. Joel not only supported the idea but also helped bring it to life. That is the kind of collaborative and responsive leadership Franklin Lakes deserves.

A resident for over 25 years, Joel remains deeply engaged in our community. He attends town meetings, volunteers his time, and previously served on the Mayor’s Advisory Council, where we volunteered together. Joel consistently rolls up his sleeves and contributes wherever he can to improve our town.

Residents often tell me they trust me to get the work done, and that is exactly how I feel about Joel. He is a proven leader who understands budgets, respects process, and builds consensus. I know he will dedicate the time, energy, and integrity needed to serve all Franklin Lakes residents.
